Stimm nicht mal in jedem Fall. Studenten z. B. sind vom Burgergeld ausgenommen und arbeiten oft niedrig Lohn Jobs um sich über Wasser zu halten, wenn die Eltern kein Geld haben. Bafög gleicht das oft nicht mal bis zum Bürger Geld Niveau aus.
