These things are always put in the future tense. It seems like a common tactic. “So and so warns that such and such could happen”. Deaths in Gaza. Climate change. Anything that’s already happening, just make it future tense.

News flash, everyone already has a national ID, everyone is already in databases, everyone is already surveilled and tracked, everyone is already restricted from doing things if they’re targeted by the government. So we don’t really know that it was ever changed without consent.
